The mission of the System Analysis and Studies Panel is:

  • To conduct studies and analyses of an operational and technological nature, and
  • To promote the exchange and development of methods and tools for operational analysis as applied to defence problems.

The System Analysis and Studies (SAS) Panel is one of the seven NATO STO Scientific and Technical Committees. The SAS Panel conducts studies, analysis and information exchange activities that explore how operational capability can be provided and enhanced through the exploitation of new technologies, new forms of organization or new concepts of operation.

Participation in its semi-annual business meetings is open to nationally appointed Panel Members, Associate Members and Members-at-Large only. Guests will be invited on behalf of the SAS Panel Chair.

The System Analysis and Studies (SAS) Panel will hold a Research Lectures Series titled NATO STO Summer School: Decision-Making for the Future. The event (reference SAS-195) will be held in Munich from 08 to 12 July 2024. 

The event will provide an educational and scientific knowledge transfer to younger generations (university students or recent graduates) with the goal of increasing the presence of younger generations within NATO (STO) activities. Besides several lectures, special emphasis will be given (i) in the analysis of examples of model-based and data-based operations research techniques, (ii) in the effects of new technologies on defense and (iii) serious game applications that can be used in decision-making processes in defense and war gaming.

The detailed programme for this event is under development.

Participation will be open to nationals (university students or recent graduates) from NATO nations, Australia, Japan, Sweden and Switzerland.

The System Analysis and Studies (SAS) Panel will hold a Research Symposium titled 18th NATO Operations Research and Analysis (OR&A) Conference. The event (reference SAS-192), sponsored jointly by Headquarters Supreme Allied Commander Transformation (HQ SACT) and the NATO Science & Technology Organization (STO), will be held in Malaga, Spain from 04 November 2024 to 06 November 2024. The Call for Papers is uploaded to this event announcement. Deadline to submit abstracts is 19 April 2024 via link:

This year’s conference theme is “Collaboration to enable military advantage in an unstable world”. NATO’s strength is our unity, and cooperating on defence and security related concerns is a continuous process in order to solve problems, build trust, and ultimately prevent conflict.  Our rules-based international order is under constant pressure, and alliance members may develop technologically and militarily at different speeds, causing issues in understanding and interoperability.  This can be mitigated through effective collaboration.  Therefore the OR&A conference is seeking presentations and papers that highlight best practices in international collaborative analytical projects, or presentations that offer analytical methods that can be adapted by various organizations in different countries.

The Conference will be open to representatives from all NATO Nations, NATO Bodies, NATO Agencies, Australia, Austria, Ireland, Japan, New Zealand and Switzerland.

The System Analysis and Studies (SAS) Panel will hold a Research Symposium on Enhancing Energy Security Resilience, Capabilities and Interoperability. The event (reference SAS-190) will be held in Warsaw from 12 to 14 November 2024. The Call for Papers is uploaded to this event announcement. 

Deadline to submit abstracts is 01 May 2024.

The symposium will address the energy security threats present on NATO’s eastern flank, while also acknowledging that cyber threats evolve rapidly with technology and that these combined dynamics demand greater scrutiny. It will increase the depth and scope of critical areas, with an underlying theme of improving resilience, capabilities, and interoperability. Focus will be on the exchange of ideas and best practices, as well as to highlight the study’s accomplishments and more narrowly focus on ways to enhance NATO member states’ resilience, capabilities and interoperability in a hybrid warfare/energy security context.

A detailed programme will be developed based on selected papers, but will focus on the following five topics:

  1. Enhanced regional focus on the Baltic, Black, and Arctic Seas.
  2. The broader geo-political implications and strategic foresight assessment.
  3. Enhancing NATO resilience, capabilities and interoperability.
  4. Advanced Cyber Defense Topics Concentrating on Early Warning.
  5. Exercise Results

The logistical arrangements are still under development. Registration for the event will open in June 2024. 

Participation will be open to nationals from NATO nations, Partnership for Peace nations and Global partners.
