ICMCIS 2024 Call for Papers

 The NATO Science and Technology Organization (STO) Collaboration Support Office and the Information Systems Technology (IST) Panel are pleased to announce the Call for Papers for the International Conference on Military Communication and Information Systems (ICMCIS)

to be held on 23-24 April 2024

in Koblenz, Germany

(in conjunction with the 53rd IST Panel Business Meeting) 

Deadline for the submission of papers: 22 December 2023 extension until 7 January 2024

ICMCIS  2024 is open to citizens from NATO Nations, NATO bodies and STO Enhanced Opportunity Partners (Australia, Japan, Sweden), Mediterranean Dialogue nations (Algeria, Egypt, Israel, Jordan, Mauritania, Morocco, Tunisia), Austria, Bosnia and Herzegovina, Ireland, Korea (the Republic of), New Zealand, Singapore, Switzerland, Ukraine.

Held as an STO Information Systems Technology (IST) Panel activity (IST-205 RSY), ICMCIS 2024 will be organised by the Federal Office of Bundeswehr Equipment, Information Technology, and In-Service Support (BAAINBw) in Koblenz, with support from Fraunhofer FKIE, NASK and NCIA.

The ICMCIS is the largest scientific conference in Europe on military CIS. It provides a forum for exchanging ideas and knowledge on the development and implementation of advanced information and communications technologies (ICTs) for defence and military systems.

The Conference is in-person only.

AVT-394 Call for Papers on Water sampling, monitoring and control/remediation for live-fire military ranges

to be held in Koblenz, Germany

The Research Specialists’ Meeting is open to citizens from NATO nations, Enhanced Opportunity Partner (EOP) and Partnership for Peace (PfP) Nations.

Theme:

Many NATO countries have documented soil contamination from munition constituents (heavy metals, explosive residues, propellants) migrating to surface water and groundwater in their respective training range areas. It is therefore high priority to understand how contaminants migrate through the environment to minimize any adverse effects, and to avoid potential range closures.

The main objectives of the Research Specialists’ Meeting is to:

exchange information and discuss current practices and research on the topics of water sampling, monitoring and remediation techniques concerning munition’s constituents.

Topics to be covered:

  • Water sampling and monitoring techniques
  • Surface water treatment and management
  • Groundwater and active source zone remediation and management
  • Hydraulic control measures to avoid off-site migration of contaminants
  • Emerging munitions constituents as contaminants in water
  • Cold region challenges and climate resiliency for range contamination

IST-208 Call for Papers Research Symposium (RSY) on Towards the convergence of Edge Computing, Adaptive Networking, and Information Management at the Tactical Edge

 

The NATO Science and Technology Organization (STO) Collaboration Support Office and the Information Systems Technology (IST) Panel are seeking abstracts for a Research Symposium (RSY) on "Towards the convergence of Edge Computing, Adaptive Networking, and Information Management at the Tactical Edge", to be held on 15-16 October 2024 in Lillehammer, Norway.  

The symposium will be held in conjunction with the 54th IST Panel Business Meeting. It is NATO Unclassified and open to representatives of NATO Nations, NATO bodies and STO Enhanced Opportunity Partners (Australia, Japan, Sweden) and Austria, Singapore, Switzerland, Ukraine.

The deadline for abstract submissions is 30 April 2024 (16 April for U.S. authors)

 

Objectives 

This symposium aims to present state-of-the-art updates on the development and application of edge computing from academic and industry professionals. It also seeks to gain more insight into how these technologies can be applied to real NATO operational issues.

It intends to provide a forum for scientists, industry practitioners, and military users to present novel ideas on the foundation, implementation, and application of edge computing at the tactical edge.

 

Topics:

Submissions must identify one or more topics (from the numbered list in the attached call for papers) and explicitly state the military and NATO coalition relevance and impact of their work.

The list of topics and sub-topics is not exhaustive, but shows typical research issues that fit firmly within the scope of exploring trust and security in the context of the convergence of edge computing, adaptive networking, and information management at the tactical edge. We encourage submissions ranging from concepts, ongoing research & development, actual implementations, and lessons learned from real-world exercises and/or operations.

AVT-384 Call for Papers on Novel Materials and Manufacturing in Military Vehicle Design

 

The NATO STO Collaboration Support Office and the Applied Vehicle Technology (AVT) Panel will hold a Research Specialists’ Meeting on "Novel Materials and Manufacturing in Military Vehicle Design" (AVT-384), to be held in Koblenz, Germany from 16-18 October 2024.

The meeting will be held in conjunction with the 54th AVT Panel Business Meeting (14-18 Oct 2024) and is open to citizens from NATO Nations and Enhanced Opportunity Partner (EOP) countries.

Theme and objectives:

In recent years the confluence of advances in gradient-based optimization techniques (e.g. density-based methods, L-system techniques, level set approaches, and their derivatives), novel materials (e.g. multiscale materials, metamaterials, smart materials, architected materials, and hierarchical materials), and novel manufacturing methods (e.g. agile and reconfigurable manufacturing processes, additive manufacturing, multimaterial printing, production rate flexibility and non-polymer 3D printing) have provided designers with materials capable of both complex geometries and idyllic smooth gradations across a domain, as well as the ability to fabricate them quickly.

The design community now finds itself in the unique position of being behind in the development of tools and models to take advantage of these opportunities. To that end, efforts across the community are underway to bridge this gap, enabling new opportunities to take advantage of the unique qualities of these new materials and manufacturing techniques.

This meeting aims to investigate the current state-of-the-art of novel materials and manufacturing techniques in military vehicle design and its ability to greatly reduce the time required to implement new materials and processes.

Topics to be covered:

  • Integration of novel materials into design frameworks and agile manufacturing (characterization; experimental techniques; high temperature materials; metamaterials; multiscale materials; smart materials; architected/hierarchical materials);
  • Integration of novel manufacturing capabilities (agile manufacturing; reconfigurable processes; additive manufacturing; implications on initial operating capability timelines);
  • Developments in novel design methods (multidisciplinary design and optimization; integration of material design and manufacturing constraints; AI/ML-based generative design methods).

Aim and Objectives

The symposium addresses Meaningful Human Control in larger information systems that are used in information warfare operations, such as cognitive warfare and cyberoperations. It thereby follows a system of systems approach in which multiple actors.

Topics

 The following topics will be covered, but are not limited to:

  • Understanding MHC in physical warfare domains
  • MHC applied to information operations (including cyber and cogwar operations)
  • Multi-domain operations: information integration and networked teams
  • MHC considerations with emerging, advanced AI capabilities

Abstracts 

Abstracts should be submitted electronically in PDF or MS Word format no later than 15th April 2024 and no later than 1st April 2024 for US Authors and U.S. affiliated.

Abstracts need to be Approved for Public Release. The Meeting Procedures (MP) will be Public Release.

Authors will be notified of the Programme Committee decision by 13th May 2024. Authors of accepted abstracts should submit a full paper version by 15th September (USA) / 28th September (others) 2024 in accordance with the paper template which will provided upon acceptance.

The Symposium is open to NATO Nations, STO EOP, MD, PfP, GP and will be conducted at a Public Releasable level.

The NATO Science and Technology Organization (STO) Collaboration Support Office and the Sensors and Electronics Technology (SET) Panel are seeking abstracts for a Research Specialists' Meeting on "Photonic Integrated Circuits" (SET-331), to be held 21-22 October 2024 in Dresden, Germany. 

This meeting is open to: NATO Nations, NATO EOP Nations: (Australia, Japan, Sweden) and Switzerland.

The deadline for abstracts is 13 May 2024 (29 April 2024 for US authors)

Objectives

The meeting aims to provide the STO with a comprehensive understanding of the latest advancements in photonic integrated circuit (PIC) technology, in light of the manufacturing and engineering aspects that contribute to their commercial viability.  

This is particularly significant because the US, UK, and EU are currently formulating their national strategies for the semiconductor, quantum, and photonic industries. These strategies are being developed in direct response to concerns about the reliability of future key component supplies from China and the potential use of technology supply chains as economic weapons. As the shift towards photonic-based data processing and the integration of semiconductors and electronic processing chips in PIC continues, the RSM can offer valuable advice to guide future technology investments in NATO and national technology strategies.

Accepted Papers must be accompanied by a signed Publication Release Form (Form 13, attached), otherwise material will not be published.

Deadline for receipt of Abstracts is the 26th of April, 2024.

The objective of this Specialists’ Meeting is to examine the use of Human Digital Twins (HDTs) in the military. HDTs are digital counterparts of real-life individuals, which capture and simulate the physical, mental and social aspects of a human. They are used in a variety of applications, including simulation and training, robotics, biomedical research, decision support and others. This activity is not intended to create a HDT or collect data useful in a HDT but to understand activities with respect to military relevant application. If successful, the Research Specialist Meeting (RSM) will drive a common understanding of terminology, an inclusive set of use cases, and an understanding of current capabilities to drive a shared vision of HDTs and their applications.

AVT-391 Call for Papers on Advanced Wind Tunnel Boundary Simulation III

 

The NATO STO Collaboration Support Office and the Applied Vehicle Technology (AVT) Panel will hold a Research Specialists' Meeting on "Advanced Wind Tunnel Boundary Simulation III", to be held in Washington, DC, USA in May 2025. 

The event (AVT-391) will be held in conjunction with the 55th AVT Panel Business Meeting (19-23 May 2025), and is open to citizens from NATO Nations, Australia, Sweden and Japan

The abstract submission deadline is 08 April 2024.

 

Theme:

Τhis RSM will provide an opportunity for technical experts to assess the state of the art in the use of high-fidelity computational fluid dynamics (CFD) simulation of wind tunnel flow and boundaries, including inflow, outflow, walls, and model support hardware. 

 

Meeting objectives:

  • Discuss activities to physically characterize wind and water tunnel and measurement processes for CFD (e.g. boundary/initial conditions and sensitivities of both test section and article, mass flow at diffuser);
  • Presentation of work on high-fidelity CFD (Reynolds Averaged Navier-Stokes, Scale Resolving Simulation, Lattice Boltzmann, etc.) simulation of measured wind/water tunnel flow (to include matched post processing to the extent possible);
  • Discuss results from coordinated activities involving facility simulations, for example:
  • Discuss first results from AVT-387 "Common Research Wind Tunnels for CFD Verification and Validation" activities;
  • Discuss results from NASA (high-lift) Common Research Model eco-system;
  • Develop recommendations for the use of high-fidelity simulation of wind/water tunnel flows (geometries, boundaries, model support, etc.) and/or experimental characterization for CFD comparison;
  • Identify educational aspects (link to AVT-ET 235), with a view to establish a course on the requirements for and methods to predict wind tunnel interference effects, including blockage, buoyancy, slotted and perforated wall effects for transonic testing etc.
  • Continue to identify key areas requiring further research and development, possibly resulting in support of mid to long term simulation and testing plans;
  • Mature a longer-term community of interest for wind tunnel corrections and CFD validation in research, academia and industry.
